* WHAT IF THEY GAVE AN ELECTION, AND NOBODY RAN?
The Minister of Justice told the press that none of the political parties or factions in the Duma has registered an updated charter with his ministry, as required of all organizations seeking to compete in elections under a September, 1997, law. If the Duma rejects Chernomyrdin and is dismissed, he argued, none of the existing parties would be allowed to take part in the next campaign.
