WOULD REWARDS FOR CAPTURE DO THE TRICK?

On 1 June, Colonel General Gennady Troshev, commander of the North Caucasus Military District, informed the official Russian news agency Itar-Tass that, in his opinion, peace would be restored more quickly in Chechnya if a reward were offered for the capture of the rebel leaders. “Let those who have the authority,” he urged, “come forward and say: for Basaev, Maskhadov or Khattab, we will give US$1 million, for leaders of the second echelon–those such as Baraev and Tsagaroev–we will give, for example, US$250,000” (Lenta.ru, June 1).
