Prior to leaving for the MinskCIS summit, Boris Yeltsin told Interfax May 25 that the Serbs had been warned that NATO airstrikes would occur if they did not return the heavy weapons, as the UN commander on the scene had demanded. Earlier on the same day, the Russian foreign ministry sharply criticized the NATO raid, arguing that it was evidence of a “double standard” by the West. Also on May 25, Russian special envoy Aleksandr Zotov continued his talks with Serbian president Milosevic in Belgrade.
