Local residents describe their regionas "the Chechnya of the Far East" because of the enormousdestruction that earthquakes and other disasters have visitedupon them and because of the failure of Moscow to do anythingabout it, Russian television reported August 20. The residentshave refused to send local ships to European Russia via the ArcticSea route; citing costs, they suggest that the most reasonableshipping links are "not with Russia but with America." Meanwhile, a meeting of representatives of sister cities inthe Russian Far East and in Japan broke up over the question ofthe ownership of the disputed Kurile Islands, Russian radio reportedAugust 18.
