MOSCOW SIGNALS CONCERN OVER DEVELOPMENTS IN AFGHANISTAN.

Russia’s Foreign Ministry issued a statement on September 27 saying that the recent seizure of Kabul by Taliban rebels would have a destabilizing affect on the region. The statement also urged the UN to play a more active role in bringing peace to Afghanistan and — in an apparent warning to Pakistan — emphasized that a key precondition for achieving a settlement is the "exclusion of any outside interference in internal Afghan matters."
