Russian news agencies report that a breakthrough was reached yesterday by Russian and Chechen government officials meeting at the Black Sea resort of Dagomys to fix the terms of transit of Caspian oil across Chechen territory. Chechen officials are said to have agreed to a Russian proposal under which Moscow will pay Chechnya the standard Russian internal tariff of $0.43 per ton plus an additional payment that will bring the total up to $2.2 per ton. The tariff disagreement had threatened to rule out the use of the Chechen pipeline to transport "early" Caspian oil. (Russian agencies, September 3)
