Boris Yeltsin vetoed legislationthat would have increased support for the poorest members of society,Russian radio reported August 3. The president’s office said hehad done so because the bill contained provisions conflictingwith the Constitution; in fact, he took this step in order totry to contain the budget deficit. Meanwhile, Russian radio reportedthe same day that Russia now occupied 55th place among the countriesof the world in terms of standard of living. The radio said thatthe only way out of this situation was to create conditions wherewages were the most important portion of income and thus couldserve as a stimulus to new productivity.
